The rapid expansion of digital payment gateways has significantly transformed global financial ecosystems by enabling secure, efficient, and real-time electronic transactions. The increasing adoption of online banking, mobile wallets, Unified Payments Interface (UPI), e-commerce platforms, and contactless payment technologies has elevated the importance of regulatory compliance as a fundamental requirement for ensuring financial stability, consumer protection, operational transparency, and cybersecurity. Digital payment service providers must comply with a wide range of international and national regulations, including Payment Card Industry Data Security Standard (PCI DSS), Anti-Money Laundering (AML) frameworks, Know Your Customer (KYC) requirements, General Data Protection Regulation (GDPR), Payment Services Directive 2 (PSD2), and various central bank guidelines. Failure to comply with these regulatory frameworks may result in financial fraud, data breaches, reputational damage, and significant legal penalties. This paper presents a comprehensive analysis of regulatory compliance mechanisms for digital payment gateways by examining existing regulatory standards, compliance architectures, risk management strategies, authentication mechanisms, and technological innovations. Furthermore, the study reviews contemporary research contributions, identifies existing challenges, and discusses emerging technologies such as artificial intelligence, blockchain, machine learning, and real-time fraud detection systems that strengthen compliance monitoring. The findings emphasize that integrating advanced security technologies with robust governance frameworks significantly enhances regulatory adherence, operational resilience, customer trust, and sustainable digital financial services.
