The U.S. federal regulatory reporting infrastructure is under unprecedented strain as traditional legacy architectures reliant on siloed databases, batch processing and manual intervention fail to keep pace with the volume, velocity and complexity of modern digital banking. To address these vulnerabilities, this paper proposes a modern, scalable, and audit-ready enterprise architecture framework for large scale regulatory data processing environments. The framework uses a design thinking approach to combine high availability application clustering, master data management, smart traffic management, distributed data processing, continuous compliance monitoring and automated disaster recovery to remove single points of failure. The results show that the transition from legacy batch systems to a new RegTech infrastructure improves the processing speed, system availability, data integrity and regulatory transparency, and it does not affect business continuity. The study concludes that successful regulatory modernization requires a mix of strong technology and stringent data governance, providing financial institutions with a sustainable path toward operational resilience and compliance readiness.
