Digital technologies play a vital role in socioeconomic development by improving access to education, healthcare, employment, finance, governance, and communication. However, many marginalized communities continue to face digital exclusion due to poverty, inadequate infrastructure, low digital literacy, language barriers, gender inequality, and geographical isolation. This digital divide limits social inclusion and sustainable development. This study proposes a comprehensive digital inclusion framework that integrates affordable infrastructure, digital literacy programs, accessible devices, multilingual content, cloud services, artificial intelligence, and community participation. The framework emphasizes collaboration among governments, educational institutions, healthcare providers, private organizations, and local communities to create sustainable digital transformation initiatives. Artificial intelligence supports personalized learning, targeted service delivery, resource optimization, and evidence-based policymaking, while cloud and mobile technologies enhance access to digital services in underserved areas. The framework also addresses affordability, usability, cybersecurity awareness, trust, and sustainability. Performance indicators such as internet access, digital literacy, online service usage, employment opportunities, educational participation, healthcare access, financial inclusion, and citizen satisfaction are used to monitor and evaluate outcomes. The study highlights the importance of culturally inclusive and community-driven services that empower rural populations, women, elderly individuals, persons with disabilities, indigenous communities, and migrant workers. The research concludes that digital inclusion is not only a technological challenge but also a social transformation process that promotes equity, strengthens institutions, improves public services, and enables wider participation in the digital economy.
