  • Abstract

    Digital technologies have transformed international trade by enabling faster and more efficient cross-border transactions through e-commerce, digital payments, cloud computing, and blockchain-based services. However, these advancements have introduced significant legal and regulatory challenges due to differences in national laws governing consumer protection, electronic contracts, taxation, intellectual property, cybersecurity, data privacy, and dispute resolution. Organizations operating across multiple jurisdictions face increasing compliance complexities, making effective legal governance essential for sustainable digital commerce. Emerging technologies such as Artificial Intelligence, blockchain, smart contracts, and distributed ledger technologies further enhance transaction efficiency and transparency while creating new concerns regarding contractual liability, jurisdiction, algorithmic accountability, and regulatory oversight. This paper reviews the legal framework governing cross-border digital transactions by examining international e-commerce regulations, data protection laws, cybersecurity policies, digital taxation, and dispute resolution mechanisms. It also proposes an integrated legal compliance framework incorporating regulatory intelligence, automated compliance verification, legal risk assessment, regulatory mapping, compliance scoring, continuous monitoring, and AI-assisted legal decision support. The proposed approach aims to strengthen legal compliance, reduce regulatory risks, improve transparency, and enhance operational efficiency in global digital trade. The study highlights the importance of international cooperation, harmonized regulatory standards, and intelligent compliance technologies in addressing evolving legal challenges. The findings demonstrate that AI-enabled legal compliance systems can support secure, transparent, and sustainable cross-border digital transactions while contributing to more effective governance in the global digital economy.
